Would either of you feel the same if the "append" option was turned on
so existing .pdf files are not overwritten?
If the objection is to using \write18, a change to texmf.cnf could be used
for sites/systems that don't want \wirite18. If I set my texmf.cnf to
exclude epstopdf from the shell_escape_commands list, I get:

"texdoc pdftex.def" doesn't find anything at present. The log
file has:

Many of the users who want this feature have .EPS and or .PDF files,
so there will be
probably discussions over why .EPS is ignored while .eps is used
instead of the .PDF
file the user expected to see.
