Hi,
there is a Perl tar module (Archive/Tar.pm).  If we can assume that
it's installed on all platforms, it's probably the best solution.

It's certainly most secure to use the same software to process a
particular file which created it.  And there is no need to care about
tar binaries for Windows, then.
