OK. I check my computer again. The old version which can reproduce the
problem is version 9993.

The new version (current) is 11446, and it does not leave the /s
option while deleting the README.txt.
However, I can successfully reproduce another problem (it install
files in c:\Program\texlive\ directory) using the new version.
Please tell me which log files to send to you for probing this bug.
