Sure, why not. You can use batch files, config files, write programs ;-)
Hmm.. I always thought .vbs might be a source for viruses ?!

Well... Maybe I do not understand the problem. But my WinShell 
autoconfig calls also directly dviout.exe... With a simple single line:
-1 myfile.dvi "# line_number "tex_file.tex""
