Windows programs which wish to configure for TL08 have plenty of
cues to work from. I hope it is a matter of time for WinEdt to catch
up. TeXnicCenter was always more focused on MikTeX anyway.

It is true that it is awkward at best to associate filetypes with
scripts via the Explorer GUI, but it can be done programmatically. I
don't know whether or when such functionality would be added to
tlmgr, though.

As to metafont mode: what do you mean by `correct metafont mode'?
Are you actually printing via dviout?
