[tex-live] misccorr.sty does not work properly with report style

Package misccorr.sty does not work properly with report document style.
I have checked misccorr.sty from texlive svn and from debian repository, it's 
the same 1999/09/23 package.



Test case:



\documentclass[a4paper,10pt]{report}
\usepackage{misccorr}
\begin{document}
\end{document}



Running PDFLaTeX causes the following errors: 



/usr/share/texmf-texlive/tex/latex/t2/misccorr.sty:303:You can't use `macro 
parameter character #' in vertical mode }}
...
/usr/share/texmf-texlive/tex/latex/t2/misccorr.sty:303:Extra \fi }}



[PDFLaTeX] 11 errors, 0 warnings, 0 badboxes



It works fine with book or article style.



PS misccorr.sty has some Russian comments in obsolete koi8-r encoding. I 
believe they should be converted to utf-8 encoding or just rewritten in 
English.
