It shows that your mirror is horribly outdated.

Can you please:
- get 
	http://www.ctan.org/get/systems/texlive/tlnet/2008/install-tl.zip
  and use that.

- restart the installer, it should show you something like:
	Installing from: http://gd.tuwien.ac.at/publishing/tex/CTAN/systems/texlive/tlnet/2008
  as first line. MARK THE DIFFERENCE: Your installer shows
	Installing from: http://mirror.ctan.org/....
  which is the automatical mirror selector, while the current installer
  shows the selected location.

- if the new still fails please select a different mirror by hand:
	. start a cmd.exe shell
	  Start -> Execute -> cmd.exe
	. change directory to the location of the install-tl
	  cd .....
	. call the installer with a specific mirror
	  install-tl -location http://......
  This last you should check by consulting
	http://www.ctan.org/tex-archive/CTAN.sites
   and select one that is close to you and is NOT the one failing.

Please report which mirror was choosen IN THE BEGINNING so that we see
which one is out of date.
