Indeed, it seems it's not even a recommendation, just a an overview of 
ISO-9660.

Probably nobody uses bare ISO-9660 anymore so there is not much sense in 
8.3, strict charset restriction, or directory levels restriction.

On a related note, there are some files in texlive with duplicate 
filenames. Some are more or less innocent but others look suspicious:
