[tex-live] Failed "tlmgr update --self"

The command "tlmgr update --self" recently failed.
(On two computers running WinXP.)

A message from tar-win32 said it couldn't update tlmgr.exe
because access was denied.

Subsequently there was an attempt to restore the previous
version with the same error message from tar-win32.

Updating via update-tlmgr-latest.exe was no problem.

This is the first I was aware that tlmgr.exe even exists.
I thought tlmgr.pl has always been started from tlmgr.bat.
