It looks like the method I was using to list packages with TL 2008
when offline is failing with TL 2009. I'm using the value of
kpsewhich -var-value=SELFAUTOPARENT as the --location parameter:

$ tlmgr list --location file:///usr/local/texlive/2009
tlmgr: installation location file:///usr/local/texlive/2009
The release version of the installation source and the installation
media
do not agree: source: , media: 2009
Please fix your location file:///usr/local/texlive/2009 at /usr/texbin/
tlmgr line 3465, <TMP> line 192482.

Is this no longer appropriate?
