[tex-live] Latex.fmt not found, tlmgr not working

I've just installed TeXLive 2008 on a Sparc Solaris 10 machine. Upon
latexing a file, I get errors indicating that ruhyphen.tex can't be found,
and that latex.fmt can't be found.

So, I tried to run tlmgr but I get the following error:

I did a Google search for the problem with tlmgr, and the posted solution to
the problem was to change the path so that the correct kpsewhich would be
found; however, I have the path set correctly, and I am finding
/usr/local/texlive/2008/bin/sparc-solaris/kpsewhich.

This has to be something simple, and I'm just missing it.
