[tex-live] report: testing installation on windows vista

As far as we can assess, the problem occurs always if the first try
breaks and you choose 'continuing last installation'.

So the decided to use c:\texlive as installation folder an this works
properly (unfortunately this installation wents through without break so
we could not test 'continuing' - but we believe that for this folder the
problems don't exist).

After this, we strongly recommend to change the standard-installtion
from C:\program files\ to C:\texlive
