Hard to tell without seeing a minimal test case.
If you run sample2e.tex (should be found in tex/latex/base) with
xelatex, do the bullets appear ok? If so, I'd guess your document has
some font encoding and/or input encoding stuff that isn't xetex-
friendly.
(By the way, this would probably be better asked on the xetex list, as
it looks like a xetex question more than a texlive one.)
