[tex-live] should lh depend on ecrm?

I have just looked into Master/tlpkg/texlive.tlpdb and I cannot see
depencies in individual packages. Are there somewhere else? For
instance, my ean13isbn depends on ean by Petr Olsak but it is
mentioned in longdesc only. I could check my packages because I know
what they need.
