The new version of tlmgr I checked in just 20min ago I was talking about.
Probably not what you have.

But please IF you fetch it, you also need the files from
	Master/tlpkg/TeXLive/
especially TLMedia.pm, TLPOBJ.pm, and TLUtils.pm, otherwise everything 
will break. 

But that would give you tests for:
- safer update (make tar before removing package)
- --dry-run echos exactely what real run does (besides post install stuff)
- real update (with or without --dry-run) echos revision numbers.
