There was no easy way for me to determine that.  And using the old "CJK"
instead of "cjk" did not inspire confidence that TeXLive.txt had been
fully updated.

    Would it be possible that ctan2tds the MakeCJK function is located in
    TeXLive.txt

I see no MakeCJK function in TeXLive.txt.  Did you mean that you would
write one?  If that's the case, yes, sure.  If you write a function that
will drop into ctan2tds (using the variables we have, etc.), I can
arrange to source it somehow, I'm sure.
