However how one can learn about particular collection:
%tlmgr show foo-collection
explains that it consists of packages dealing with foo but does not
list them. Can package belong to more than one collection?

Even if it was 99.99% fully documented at this moment the only command
every user must know
update --all
is only 90% documented since documentation does not tell that "new
packages belonging to installed collections are also installed";
I put 90% because packages are updated much more often than new appear
but you cannot say that "most likely there will be no new packages".
