it's entirely possible that the licence _is_ unknown, by the standards
of when the database entry was written.  we now have a new category,
viz., "noinfo" -- a package whose author doesn't say what conditions
should be applied to its distribution.

if you can point to something by hobby that says unequivocally something
that allows me to deduce some licence condition (even "pd"), i'll change
it.  otherwise, when i get around to it (i've several hundred other
"unknown" licences to process), i'll convert its catalogued licence to
"noinfo".
