[tex-live] tlmgr testing, pretty please

    if before
    update --all  % updated and installed new
    Now it only updates but not installs new

Sorry, can't reproduce.  It installs new packages for me.  Specifically:

I ran 
install-tl --location ftp://ftp.funet.fi/pub/TeX/CTAN/systems/texlive/tlnet/2008
(an out-of-date mirror), chose scheme-minimal,
installed to a temp dir,
put the new dir's bin in my PATH.

Then I copied the current tlmgr.pl from the TL source repo into the tree.

Then I ran tlmgr install collection-genericextra (still from the old funet).

Then I ran tlmgr option location /home/ftp/texlive/tlnet/2008
(switching to a local up-to-date copy of the network repo).

Then I ran tlmgr update --all
and it installed the new xlop package (among other expected updates).


If new packages are not being installed for you, please provide
equivalent details :).
