Thanks for the report.  Unfortunately I fear there are quite a few
broken links in the manual, we did not have time to systematically check
and fix them all before the release.  (Volunteers welcome. :)  

I am not exactly sure what went wrong with our macros here, as the
relative location is correct.  That is, you can find these files in the
TL distribution in the texmf-dist/doc/pdftex/manual/ subdirectory, but
unfortunately (again) they still date from 2007.  (I have not had a
chance to check yet if newer ones are available.)
