    Ah, obviously I was mistaken : there /is/
    no "tlmgr.pl" in the installation kit.
    But the installer launches the TeX Live
    manager, does it not ?  Confused !

I have been confused about this too.  The installer does *not* run
tlmgr.  It is its own program.  Both install-tl and tlmgr use the same
Perl library code in tlpkg/TeXLive for most of the real work, but they
have lots of their own unique code, too.

So it is normal.  Proceed at will.  I.e., do the install, then after the
installation update the two files.

*Except*, everyone, please wait until we've fixed the latest reports of
 the "uninitialized value" buglet.

   is there a better methodology for testing ?

I don't have any specific advice; in general, doing whatever you would
do normally is probably the best test.
