    My understanding is that those numbers have nothing to do with tlmgr:

That is correct.  Package versions are far too randomly formatted and
haphazardly applied to be of any use for updating purposes ...

    fontinst: local: 7340, source: 10426

... so these integers are simply the highest svn revision that applies
to any file in the package.  Completely unambiguous, easy to compute,
easy to compare :).

Some of the articles in tlpkg/doc talk about this (and other things) a bit.
