[tex-live] TeXLive Manager (numbers)

The question appeared on another (MacOSX) forum

 /usr/local/texlive/2008/tlpkg/tlpobj/fontinst.tlpobj

ends up with catalogue-version 1.928

while

/usr/local/texlive/2008/texmf-dist/tex/fontinst/base/fontinst.sty

contains line

\def\fontinstversion{1.927}

Is there a contradiction?

My understanding is that those numbers have nothing to do with tlmgr:

%tlmgr update --list
returns

fontinst: local: 7340, source: 10426

and those numbers are for tlmgr but they are not stored in installed
packages. My understanding is that number 10426 reflects both
package-name and tlmgr-repacking-version.

Would be nice to have it clarified
