Because that is what the source (texlive-en.tex, I'm assuming that is
what you are talking about) had:

\begin{alltt}
> \Ucom{tlmgr -gui}
\end{alltt}

I guess tex4ht considers spaces nonbreakable in alltt?  Dunno that part.
