No.  They all execute the same function.

For tlmgr and other TL infrastructure programs, and many TeX world
programs, including tex itself, you can use either -foo or --foo; they
mean the same.

When an option works without any - is considerably more variable and I
can't think of any useful generalization to state.  (Obviously in many
cases a cmdline arg with no - is an actual parameter to the program,
like a filename, not anything like an option.)
