I don't know what you tried.  The access through http is
http://tug.org/texlive/Contents/live/source/
(although I rather fear having it available by http).

    i do have an account on tug.org, but since i never use it, the
    chances of remembering the password are essentially zero.

    can someone please tell me where i should be mirroring (pref. an ftp
    address, for the time being).

I thought i sent this in one my msgs to ctan yesterday.
Simplest is ftp://tug.org/texlive/Source.  You want the files
texlive-20080816-source.tar.lzma and w32tex-src.tar.lzma, I don't think
any others are necessary.
