[tex-live] latexmk.ARCH failures fixed

1) I did the --list and it showed the changes to be done; 2) then I  
did the actual update and it showed errors, but proceeded (apparently)  
with the update OK; 3) I did a --list again and it said  
``texlive.infra: revision in ftp://tug.org/texlive/tlcritical is less  
than local revision, not updating'', which I didn't expect. See full  
report below.
