[tex-live] testing tlmgr again

FWIW, our current theory is that the tlmgr in tlcritical has all the
major bugs noted fixed.  We want to release it ASAP, of course.  So if
anyone else is willing to try updating from there, now would be a good
time.  To repeat the details:

  tlmgr -location ftp://tug.org/texlive/tlcritical update --list

(To actually do the update, use --all instead of --list, as usual.)
