Yes, it does.  The Pirate Bay is a private tracker,
which means that it adds information to a torrent
to prevent it (The Pirate Bay) from being bypassed.
My attempt to register TUG as a content producer with
Mininova appears not to have succeeded (there has
been no reply), so unless/until TUG/CTAN is willing
to host its own tracker (or until someone else uploads
TeX Live to a tracker which is less liable to arouse
concerns amongst some visitors), I am afraid that The
Pirate Bay will remain the sole tracker for TeX Live
and friends.
