[tex-live] xdvi and X11R7.4 (cygwin)

Here's one more data point in case it tells you anything:  I built 
plain-old xdvi (as opposed to xdvik), and it runs without a problem.  
Since xdvik is based on xdvi-22.84, I tested both it and xdvi-22.85, and 
they both work fine.  So whatever the problem is, the extra 
complications in xdvik are required in order to trigger it.
