[tex-live] Install-TL (Win/32) sets some files read-only

Testing reveals that while WinZip extracts
the files from "vertex.doc.tar" correctly
(i.e., without adding a read-only attribute),
the supplied TAR does not. This was the test
incantation, with default directory

     F:\TeX\Attribute-test

 > F:\TeX\attribute-test>F:\TeX\CTAN\systems\texlive\tlnet\2008\install-tl\tlpkg\installer\tar -x -f F:\TeX\CTAN\systems\texlive\tlnet\2008\archive\vertex.doc.tar

and here is the resulting directory listing :

 > F:\TeX\attribute-test>dir /s /a:r
 >  Volume in drive F is Andrew's 120Gb disc
 >  Volume Serial Number is E45C-B9AE
 >
 >  Directory of F:\TeX\attribute-test\texmf-dist\doc\plain\vertex
 >
 > 25/07/1992  00:00             1,442 READ.ME
 > 23/05/1991  00:00            12,251 vertex.doc
 >                2 File(s)         13,693 bytes

Here is the corresponding listing but
using the selector "a:-r" (to shew files that
are /not/ marked as read-only) on the files
extracted using WinZip :
