[tex-live] Reporting problem as requested by tlmgr

Thanks for the reply. 

The message persists *after* the update
of bin-texlive and texlive.infra:

92  tlmgr option location http://mirror.ctan.org/systems/texlive/tlnet/2008
93  tlmgr update bin-texlive texlive.infra
94  tlmgr update --all
95  tlmgr --list

(from $(history) )

I followed the instructions before the first update and before the
original message.
