[tex-live] User-defined formats?

Hi,
we (QuinScape) are using a variante of xmltex distributed in a
separate texmf-tree, where the fmt also ends up in this texmf-tree
(this all on top of TL2007).  Keeping the fmt in sync with the sources
and the engine is currently done manually. :-(

Is there an easy way to automate this? The optimal solution would be a
seamless integration in the way formats are handled now, i.e. fmtutil
generates them when asked for or when they are missing. As fmtutil.cnf
curently doesn't handle includes, this would mean at least a separate
fmtutil.cnf, right?
