    Hmm yes, in fact I'm not building them because I enable fmtutil. I'm
    not 100% sure it is the best idea, but so far it worked very nicely.

Using fmtutil is far superior to building the dumps at configure time.
(The latter made sense 20 years ago, but not these days.)

I just changed web2c/Makefile.in to no longer build the dumps target by
default.
