[tex-live] ANN: Switch to hyph-utf8 and inclusion of language.def handling

Hi all,
just to give you a short notice:
We have switched the whole hyphenation system of current TeX Live to use
the new hyph-utf8 pattern submitted to CTAN, thanks to Mojca, Arthur,
Jonathan.
These patterns are now used for all formats.
That switch brought also a new feature, namely that language.def is now
also handled in the same way as language.dat, so xetex/pdftex etc will
have the same languages available.
That brought loads of changes in the tlpsrc, several new hyphen-*.tlpsrc
have been created, and and the inclusion into the collections updated,
some have been split etc etc.
That would BTW be a good time to think about better placement of some
languages ...
Anyway, please report any problems you might encouter.
