[tex-live] texdoc can't find texmf.cnf

Hi,
it's quite interesting to see that we have the same discussion every
year.  Same suggestions, same objections, same results.

Exactly that's the point!  If anybody is willing to write a script which
creates DVI files from the sources it's sufficient to put it on CTAN.
