No.
language.def:
% language, patterns file, exceptions file, left- and right-hyphen minima
language.dat:
% language, patterns file
% dialect
But it would be easily possible to have a data structure as superset:
% language, patterns file, exceptions file, left- and right-hyphen minima
% dialect
Then both language.def and language.dat could be generated easily.
