[tex-live] Correcting pdftex \magnification bug.

Hi Ian and all,

I have installed a new file
  texmf-dist/tex/plain/config/pdftexmagfix.tex
in TeX Live containing the fix for \magnification in pdftex that you and
Heiko created.  It gets \input when the pdftex, pdfetex, and etex
formats are built.

I'll attach the file as I checked it in, for the record.
