Well, as I said: a subdirectory for a single file does not really
simplify things.
FWIW, regardless of what is done on CTAN, in TL each package has a
separate subdirectory. It is too much trouble in many ways to do
otherwise. (There are a few "grandfathered" exceptions now which will
be eliminated in time.)
