These days texlive.tldb has revision number for each package,
but that won't help if the installation is more than a few weeks
old.

In years past, TeX Live provided 3rd party TeX systems (e.g.,
fptex for Windows).

There should be some documentation in your installation.
Recent versions have:

$ ls /usr/local/texlive/200?/texmf-doc/doc/english/texlive-en/
/usr/local/texlive/2007/texmf-doc/doc/english/texlive-en/:
live.css        live.html       live.pdf        tex-live.css

/usr/local/texlive/2008/texmf-doc/doc/english/texlive-en/:
install-w32-main.png    tex-live.css            texlive-en.pdf
psview.png              texlive-en.css          tlmgr-config.png
stdcoll.png             texlive-en.html         tlmgr-gui.png

Some linux distributions package TeX Live and may put
documentation in /usr/share/doc/<package_name>.   If
your tex live came from vendor packages, the package
manager should provide some information.

$ ls -d /usr/share/doc/texlive*
/usr/share/doc/texlive-2007  /usr/share/doc/texlive-texmf-2007
