I noticed that and do not like it, but I do not know what to do about
it.  OTOH, I see we simply left bblopts.cfg in doc/latex/arabi last
year, so we should probably do that again this year instead of putting
it in the runtime.

As Heiko said, this gets fixed if you remake the fmts.  At least for me.
