[tex-live] "make check" failure: missing omega.ini

Hi.  I'm building TeX Live from source.  Compilation goes fine, but
"make check" doesn't get very far:

You seem to be missing input files necessary to make the
basic formats (some or all of: omega.ini).
Perhaps you've defined the default paths incorrectly, or
perhaps you have environment variables set pointing
to an incorrect location.  See ../kpathsea/BUGS.

If you simply do not have the files, you can
retrieve a minimal set of input files from CTAN hosts.

I don't see any file named "omega.ini" in the build directory at this
point.  Is it supposed to come from somewhere other than the source
tarball?

As a side note, it would be useful if the source tarball's name
included the package name and version number (even if that is just the
year).  Maybe this could be done for the 2008 version?
