[tex-live] TL2008 bug: makebarcode improperly packaged

TeXlive developers:

The makebarcode.doc.tlpobj file contains the following info:
  docfiles size=84
   texmf-dist/doc/latex/makebarcode/README
   texmf-dist/doc/latex/makebarcode/doc/latex/makebarcode/License.txt
   texmf-dist/doc/latex/makebarcode/doc/latex/makebarcode/makebarcode.pdf
   texmf-dist/doc/latex/makebarcode/doc/latex/makebarcode/makebarcode.tex
   texmf-dist/doc/latex/makebarcode/tex/latex/makebarcode/makebarcode.sty

Moreover, the file makebarcode.tlpobj lists no files at all. This
causes the entire makebarcode package to be installed in a duplicate
TDS tree under doc/latex/makebarcode/ .

The three files
   License.txt
   makebarcode.pdf
   makebarcode.tex
ought to be in
   texmf-dist/doc/latex/makebarcode/
and
   makebarcode.sty
ought to be in
   texmf-dist/tex/latex/makebarcode/
