Why should it? Ctrl-A happens to NOT be the universal "select-all" thing.
I agree that we could add some more key bindings, but honestly it is
quite a pain to know what people expect as default key bindings on
systems from Win to Unix to Mac. Mixing all that with the peculiarities
of the Perl/Tk system ...

Shift-Ctrl-End never worked here on my unix system, didn't even know that
it should work.

That is interesting. I just tried it and it succeeded under unix.
On windows I guess that is again a problem with the command line lenght.
Hard to work around ATM. Your best bet is to simply select all collections
and press install, then in fact all packages will be installed.
