[tex-live] fonts.conf for win32

I have changed in svn bin/win32/conf/fonts-conf the default locations
for TL 2008:
<dir>c:/Program Files/texlive/2008/texmf-dist/fonts/opentype</dir>
<dir>c:/Program Files/texlive/2008/texmf-dist/fonts/truetype</dir>

Should it be adapted by the installer if the user changes tex live root?
And should the postinstall run 'fc-cache -v' (also when adding the font
package)?
