[tex-live] wrong links with --disable-multiplatform

No problem for me. Then I suggest removing the comment about
"multiplatform" in "configure --help".

2 further small remarks:
- dead link: tlmgr -> ../../texmf/scripts/texlive/tlmgr.texlua
  (should be tlmgr.tlu I suppose)
- some missing execution bits for a2ping, e2pall, mkjobtexmf, pdfcrop,
  perltex, pkfix, ps2eps, texdoctk, thumbpdf and vpe
