We had this discussion earlier when c.-humanities was created. We
agreed then that a complete install of TL is recommended anyway. So if
you decide not to make a full install it still makes sense to split
latexextra and humanities as long as the user knows where to get
the missing packages from. I think a comment on the relations between
some packages in the two collections would do.
