[tex-live] man pages for pdftools, dvips, etc. use unportable troff syntax

For the time being this is probably the best solution. Note that Eric
Raymond and I worked together to find an extension to the man macros
which might be useful on all platforms (see below); we hope that they
will be accepted on a broad base.
