If texlive has no docs at all, it's a bug. If the format is different,

Yes, that's the style. But here the doc links point to a CTAN mirror,
but for offline use you want the FOO/macros/latex/contrib to be replaced
by the path in the TEXMF tree...
P.S. Who is Jörg at tug.org in the Cc line? My mail program refused to
