[tex-live] Compile fails on Mac OS X Server 10.3.9

The changes in tex.ch by pdftex 1.40.4 were consistent with xetex build.
The inconsistency is due to my change (applied by Karl), which
fixed a problem in the case of "tex %".
BTW, the problem is not related to xetex, since xetex does not
use Olaf's code for the file name.
